CGI vs Video for hazard perception clips: What's the outcome?

A report commissioned by DVSA and researched by TRL was recently published. Here is the link to that report:

The report validates the use of CGI clips; however, I would add that since these clips replaced the video-based clips in 2015, other factors have changed. Whilst video technology has improved, what has become more challenging is creating clips in a safe, risk-free manner. Producing video clips has become more expensive, and if you want to create clips for different weather conditions, night-time driving, poor visibility, motorway driving, or scenes involving animals and vulnerable road users, these can become increasingly challenging — and sometimes impossible — using video.

With CGI, the only limitation is your imagination. We have full control over every element in the clip.
